Lincoln City Council is proposing that new residential developments should meet the Code for Sustainable Homes Level 4 requirements and non-residential should all meet the BREEAM Excellent standard and nearly all should supply 20-100% of their energy renewably on-site.
Its draft Local Development Framework sets the standards in a preferred option for energy saving. Only housing developments of less than 10 units would be exempt from the renewable energy requirement while 10-99 would have to generate 20%, 100-499, 40% and more than 500, 100%. For non-residential the figures are 500-999m², 20%, 1,000-4,999m², 40% and over 5,000m², 100%.
“Reducing our CO2 emissions, increasing our energy from renewable sources and improving the design of buildings to reduce their negative impacts on the environment are all vital aspects of a much needed strategy to address the causes and effects of climate change,” said planning portfolio holder Lesley Rose.
The Council rejected demanding carbon neutral buildings whatever their size as undeliverable, separate targets for various aspects of green design as leaving developers unsure of the requirements and reliance on the Building Regulations as insufficient.
