Ministers are considering recommendations from an interim report from the zero carbon hub on what standards should be achievable onsite for zero carbon homes, DECC energy minister Gregory Barker said in a written answer.
He stressed the commitment remained to "ensuring that new homes do not add to our carbon footprint," adding "but we do not want to impose new standards that dictate exactly how every home should be built."
